On the activities of the Republican Educational and Methodological Council of Technical and Vocational, Post-secondary Education and educational and methodological associations of technical and vocational, post-secondary education by profile
General provisions
1. This regulation on the activities of the Republican Educational and Methodological Council of Technical and Vocational, post-secondary education and educational and methodological associations of technical and vocational, post-secondary education in the profiles has been developed in accordance with subparagraph 25-3) of Article 5 of the Law of the Republic of Kazakhstan "On Education" dated July 27, 2007 and defines the procedure for the activities of the Republican Educational and Methodological Council of Technical and professional, post-secondary education (further - REMC) and educational and methodological associations of technical and vocational, post-secondary education in the profiles (hereinafter referred to as EMA).
2. REMC is an advisory body under the Ministry of Education and Science of the Republic of Kazakhstan (hereinafter referred to as the Ministry).
3. EMA operates on the basis of the organization of technical and vocational, post–secondary education (hereinafter referred to as OTVPE).
EMA in one profile includes one or more TIPPO organizations that train personnel in the specialties of this profile.
The order of activity of the EMA
The main purpose of the EMA is the development and coordination of educational, teaching and methodological work in TIPPO organizations, updating the content of the educational process, development and review of educational literature and textbooks, emc.
The main tasks of the EMA include:
1) preparation of proposals and recommendations for the implementation of state policy in the field of OTVPE;
2) participation in the development and examination of educational programs, standard curricula and standard curricula in the specialties of OTVPE;
3) provision of OTVPE organizations with normative-legal and educational-methodical documentation for the organization of the educational process;
4) examination, review of prepared educational literature, translated foreign educational literature and textbooks, educational programs of OTVPE, test tasks of different levels and different purposes;
5) organization of testing of educational literature, teaching materials, electronic textbooks;
6) making recommendations on the for mation of a list of recommended educational literature, teaching aids, teaching materials necessary for use in OTVPE organizations;
7) generalization and dissemination of best practices in the implementation of innovative educational technologies;
8) analysis of the practice of introducing credit technology of training and dual training system;
9) the implementation of interaction and coordination of the activities of TIPPO organizations that train personnel in OTVPE specialties corresponding to the profile of the EMA.
EMA performs the following functions:
1) makes proposals to amend and supplement the regulatory legal documents of the OTVPE system;
2) makes recommendations on updating and improving the content of standard curricula and standard curricula, educational programs of OTVPE;
3) makes proposals for improving educational, teaching and methodological and scientific-methodical activities in the OTVPE system;
4) implements and distributes the educational and methodological documentation developed by EMA OTVPE, as well as educational literature and teaching aids;
5) requests from OTVPE organizations implementing educational programs on the profile of the EMA, information and other materials necessary for the implementation of the functions assigned to the EMA;
6) creates working groups to study and develop proposals on the development of educational, educational-methodical and scientific-methodical work of colleges, as well as on other issues related to its competence;
7) provides advisory assistance to OTVPE organizations on the organization of the educational process;
8) participates in the development of recommendations for the study, dissemination of best practices, organization and holding of conferences, seminars on improving the educational process in OTVPE organizations;
9) forms groups of authors to create educational and methodical literature and educational audiovisual means.
10) decides on amendments to the regulations on EMA and sends them to the working body of the REMC;
11) decides on the creation of working groups;
The EMA consists of:
1) the Chairman;
2) deputy Chairman;
3) methodologist;
4) programmer technician;
5) translator.
The chairman of the EMA is the head of the OTVPE organization, on the basis of which the EMA of the corresponding profile operates.
The activities of the EMA are carried out on the basis of a work plan, which is approved by the chairman of the EMA and coordinated with the working body of the REMC for one academic year.
The EMA builds its work on the principles of equality of all its member representatives of OTVPE organizations, collegiality of management, transparency of decisions taken.
EMA meetings are held once a quarter.
The activity of the EMA in the relevant profile is terminated on the basis of the decision of the REMC.
